Our commitment to achieving Net Zero

Health Exchange-Living Well Taking Control (HEx-LWTC) is committed to achieving Net Zero greenhouse gas emissions by 2050, in line with UK Government policy and NHS Net Zero ambitions. We recognise the impact that climate change has on the health and wellbeing of individuals and communities and are committed to reducing the environmental impact of our operations and service delivery.

As an organisation delivering prevention, behaviour change and community-based health services, we believe environmental sustainability should be embedded within the design and delivery of services. We are committed to measuring our emissions, reducing our carbon footprint over time and continually improving our environmental performance.

This Carbon Reduction Plan has been developed in accordance with the principles of PPN 06/21 and supports our wider Environmental Policy.

Baseline emissions footprint

This is the first formal carbon footprint assessment undertaken by HEx-LWTC and therefore represents our baseline year.

The majority of organisational emissions arise from Scope 3 activities, particularly employee commuting and work-related travel. These therefore represent the primary focus for future carbon reduction activities.

Carbon Reduction measures

HEx-LWTC has already implemented a number of measures that contribute to reducing environmental impact, including:

  • Hybrid and remote working arrangements
  • Extensive use of digital communication and virtual meetings
  • Digital resources and electronic document sharing to reduce paper use
  • Delivery of services through local community venues where appropriate
  • Use of digital and remote programme delivery options to reduce travel requirements for staff and participants
  • Promotion of active travel and healthy lifestyle behaviours within programme delivery

Planned Carbon Reduction initiatives

Over the next three years we will continue to develop and implement measures to reduce our carbon footprint, including:

Travel and transport

  • Continue to prioritise virtual meetings where appropriate
  • Reduce unnecessary work-related travel
  • Encourage greater use of public transport, car sharing, walking and cycling
  • Increase use of local facilitators and local delivery venues to reduce travel distances

Service delivery

  • Expand hybrid and digital delivery models where appropriate
  • Continue to utilise community-based venues accessible by walking and public transport
  • Reduce reliance on printed materials through increased use of digital resources

Procurement

  • Consider environmental sustainability and carbon impacts when selecting suppliers, venues and delivery partners
  • Promote responsible purchasing and efficient use of resources

Organisational governance

  • Review carbon performance annually
  • Maintain and update this Carbon Reduction Plan
  • Monitor progress through the Senior Management Team and Board of Trustees

We will seek to reduce organisational carbon emissions by 15% from the 2025/26 baseline by 2030 through a combination of reduced travel emissions, increased use of digital delivery, sustainable procurement and ongoing operational improvements.

Environmental management measures applied to contract delivery

When delivering our contracted services, we will apply environmental management measures including:

  • Delivery through hybrid, remote and digital models where appropriate, reducing travel-related emissions
  • Use of community venues accessible by walking and public transport, particularly within underserved communities
  • Promotion of active travel behaviours, including walking and cycling, as part of behaviour change interventions
  • Use of local facilitators, community partners and delivery venues where possible
  • Reduction in paper use through digital resources and communications
  • Ongoing review of service delivery approaches to identify opportunities for further carbon reduction

These measures support both environmental sustainability and equitable access to prevention services, aligning with NHS ambitions to reduce health inequalities and improve sustainability.

Governance

Responsibility for implementation of this Carbon Reduction Plan sits with the Senior Management Team, supported by the Board of Trustees.

Progress against this plan will be reviewed annually alongside the organisation’s Environmental Policy. Carbon emissions data will be refreshed periodically to monitor progress and identify opportunities for further reduction.

Declaration and sign-off

This Carbon Reduction Plan has been completed in accordance with PPN 06/21 and associated guidance and reporting standards for Carbon Reduction Plans.

Emissions have been reported and recorded in accordance with the published reporting standard for Carbon Reduction Plans and the Greenhouse Gas Protocol corporate reporting standard.

This Carbon Reduction Plan has been reviewed and approved by the Board of Trustees of Health Exchange incorporating Living Well Taking Control, who will receive a report on its progress annually.
